David Ruggiero
Captain
Captain David Ruggiero grew up in Girard and began his law enforcement career in 1977 with the Trumbull County Sheriff’s Office as a corrections officer. He later relocated to Houston, Texas in 1981 working in private security for Shell Oil, then attended the police academy in 1982 and accepted a position with the Precinct 5 Constables office as a process server and patrol officer.
In 1984 Captain Ruggiero transferred to the Harris County Sheriff’s office as a Deputy assigned to the Detention Bureau. In 1986 he was promoted to Corporal in charge of Administrative Security and Jail Access. In 1988 he transferred to the Special Services Bureau Recruiting and Backgrounds Division. During his career with the Harris County Sheriff’s Office, Captain Ruggiero was selected for the Emergency Response and Rescue Team as a medic and Hostage negotiator, for the 1990 economic summit hosted by the City of Houston. Promoting to Investigator assigned to Special Services, Ruggiero conducted background and Internal Affairs Investigations and in 1991 promoting to Sergeant Major in the Patrol Bureau, assigned to the Traffic enforcement & investigations. Eventually transferring to the District Sergeants Position in charge of the FTO program, Community Policing, Crime Prevention and daily supervision of assigned personnel.
During his time with the Harris County Sheriff’s Office, Captain Ruggiero attended the University of Houston for Criminal Law and Police Management. Rice University, studying Dynamics of International Terrorism, and Houston Community College for criminal investigation and police management.
Retiring in 2007, Captain Ruggiero then accepted a position with General Motors in Parma as a Security Chief and in 2009 accepted a position with the Housing Authority as the security coordinator where he has worked for the last 15 years.
David Ruggiero’s 47-year career has provided him with a diverse and unique perspective on community and rural policing and brings extensive training and education experience back to where he began his career, with the Trumbull County Sheriff’s Office.
